Concept brings franchising to homeowner groups

Jim Small, chief executive of Parker Finch Management, wants to go into the franchising business.
Don't think fast-food, fast-lube or fast-eyeglasses, think HOA.
Small runs a home owners association management firm and has created business systems he wants to pass on. He figures there's some 300,000 HOAs in the country, including 12,000 in Arizona. About 80 percent to 90 percent of them have management companies helping with finances, board members and homeowners. Small's management company represents about 65 associations, or about 11,000 homes.
Instead of the management company working far away from an HOA, Small suggests local people franchise his system. He's looking to Tucson, Casa Grande, Kingman, Las Vegas, Salt Lake City and Denver.
"It's putting local knowledge where it needs to be local," he says.
Initially, franchisees will invest less than $100,000 to take advantage of the $1 million Small has put into creating his business model.
Besides HOA management, Parker Finch handles condo and townhome management, and works with real estate developers such as Equity Residential, 20/20 Properties, Elliott Homes, Stratland Homes and Richmond American Homes.
